OPE GEORGE is the Director General, Office of Public Private Partnership, Lagos State Government. He was previously the Deputy Managing Director of Lekki Worldwide Investments Limited (The Developers and Promoters of the Lekki Free Trade Zone). Ope, has also acted as the Senior Special Assistant to the Governor of Lagos State on Economic Matters, from 2007 to 2012. He was a member of various Government Strategic Planning & Implementation Committees. Including the committees responsible for the development of the Lagos Airport at Lekki and the Deep Sea Port at Lekki. He was also part of the team that worked on the first ever International Financial Rating for the Lagos State Government by Standard & Poor’s and Fitch Ratings. His advice on State Policy has touched on several issues.
Ope has over 10 years of work experience in Investment Banking and Corporate Finance. Prior to working for the Lagos State Government, Ope began his career at Citibank NA (London), where he worked within the Emerging Markets Loan Syndications Team. Ope then went on to work at KPMG London within the Corporate Finance Department, were he worked on numerous Private Finance Initiative Projects (PPP’s), in various industries.
Ope received a B.A. in Business Economics from the University of Leicester in 1996 and an MSc in International Business from the Manchester School of Management in 1997. Ope is 45 years old, married with three sons, he is an arts collector and also an avid Manchester United Supporter.

Oseyemi Oluwatuyi is a Media/ Public Relations Expert and Senior Special Assistant to the Governor of Lagos State on Corporate Communications and Stakeholder Relations. With 2 decades of extensive experience across several high impact roles she has developed strong leadership competencies and a wealth of corporate management insight. She holds a first degree in Social Studies from Obafemi Awolowo University and a Master’s degree in Corporate Communications and Public Relations from University of Leeds, UK.
In her current role which functions under the Office of Public and Private Partnerships, Lagos State Government, she leverages on her expertise across all facets of media relations, public relations, government relations, conflict management and brand management to coordinate industry specific and value driven solutions to governmental communications objectives. She also works with both internal and external stakeholders at the intersection of partnerships, capital development, resource development and scalable solutions.
Prior to her current role, Oseyemi worked within the B.O.S Campaign organisation as the Digital Media Manager where she was involved in PR with a focus on media relations, digital media, and editorials. Ahead of this, she was the Senior Manager (Communications) for Government and Joint Venture Relations at Aiteo Energy Resources. One out of several high-profile achievements, is her successful coordination of government relations, joint venture relations, conflict relations, media relations and public relations in 2014 when Aiteo Exploration and Production Company acquired Shell’s most prolific asset, OML 29 and Nembe creek flow stations.
Oseyemi has equally functioned both as a Communications Manager and an Assistant Communications Manager at Geoworks Energy Resources and Globacom Limited, respectively. In the early part of her career, she worked within the human resources and customer relationship management space. Oseyemi who is very intentional about personal and professional development has participated in several executive training courses and is certified across industries. She enjoys travelling, networking, and reading. She is committed to her family.
FAJOBI, Olusola Olugbemiga Assistant Director, Finance and Accounts
He is an associate of the Institute of Chartered Accountants of Nigeria with over 22 years’ cognate experience spanning Accountancy/Business Advisory, Telecommunications industries and presently Public Sector. He has pervasive knowledge because in addition to his being a chartered accountant, he has a solid background in Marketing, Business Administration and Finance. It is exigent to mention that Olusola holds a National Diploma in Marketing, a Bachelors of Science degree in Business Administration and an MBA with specialization in finance.
Olusola started his career with Arthur Andersen, a firm of Chartered Accountants (Now called KMPG Professional Service) in 1997 where he was involved among others with General Accounting and treasury responsibilities. He subsequently launched himself to the Telecommunications industry by initially joining Linkserve Limited (Nigeria’s premier Internet solution company) in early 2002. In the course of his career in Linkserve, he worked in various finance capacities and rose to the level of Deputy Manager Finance. He subsequently joined Airtel Nigeria Limited in late 2003 where he rose to the position of Regional Business Analyst - a managerial position that offered him a unique opportunity and exposure to Mobile Telecommunication Accounting, Budgeting and reporting and most importantly financial evaluation and analysis geared towards provisioning of Management Information and business decision making.
Olusola subsequently joined the erstwhile Office of Public Private partnerships (PPP), Lagos State in late 2009 and was there till September 2015. While in the erstwhile Office PPP, he was involved with financial evaluation, appraisal and analysis of PPP Projects, He was able to use his competencies which transverse the core functional areas of business to enhance negotiations, evaluation, appraisal and structuring of PPP transactions. Notably he is able create a holistic and robust financial models (with embedded viability analysis) that would be based on realistic business assumptions which also incorporate extant macro-economic assumptions.
Olusola has been serving in the main stream civil service since 1st August 2015 upon conversion to the mainstream civil service. Notably he has been opportune to work with Ministry of Tourism and Ministry of Justice in Government Accounting responsibilities before joining the Office of Public Private Partnership again in late 2017 (upon reconstitution of the Office as a government agency).
Olusola currently heads the Finance and Account Department of the Office of Public Private Partnerships where in addition to his government accounting responsibilities, he is also involved among others with PPP project review, evaluation and appraisal, project negotiation and structuring, project viability and value for Money analysis.
ADETUTU AKINTOLA Assistant Director. (Legal)
ADETUTU AKINTOLA, is a diligent and result oriented legal Practitioner with post call-to-bar experience of almost three decades, spanning across the Private and Public sectors. She started her practice with a Private Law firm in Lagos and also had a brief stint in the Private Banking Unit of the defunct Skye Bank Plc (now Polaris Bank Plc.)
She joined the Lagos State Government in November, 2006 as a State Counsel with the Ministry of Justice, where she worked dutifully and rose through the ranks to her current designation of Assistant Director. Tutu has a passion for Commercial Law Practice and has worked in the Directorates of Public Prosecution, Advisory Services and Commercial Law of the Ministry of Justice, before her deployment to the Office of Public Private Partnerships in May, 2018. Where she has been actively involved in the consummation of several ground breaking PPP transactions and Contract Awards. Tutu has excellent leadership and conflict resolution skills and has over the years displayed strong team building and decision-making abilities.
She holds a Master of Laws Degree (LL.M.) from the University of Lagos, Nigeria (1993), a Barrister at Law (B.L.) from the Nigerian Law School, Victoria Island, Lagos (1991) and a Bachelor of Laws Degree (LL.B.) from the University of Jos, Nigeria (1990).
AKINFALA, PATRICIA OLADUNNI Head, Admin & Human Resources.(OPPP)
Oladunni Akinfala joined the Lagos State Civil Service in November 2001. She started her working career as a Legislative Officer at the Lagos State House of Assembly in 2001, where she served till 2005, she was re-designated to an Administrative Officer in 2005 and has served in various capacities such as; Management Service Reform Office now Office of Transformation as Administrative Officer, Ministry of Commerce & Industry— as Departmental Training Officer, Agency for Mass Education—Head, Admin & Human Resources, Ministry of Agriculture---Departmental Training Officer, Agricultural Land Holdings Authority – Head, Admin & Human Resources, Office of Overseas Affairs & Investment—Head, Inter-ministerial Coordination, Office of Public Private Partnerships—Head, Admin & Human Resources.
Her contributions and achievements to the Civil Service include; Participated as a member of the committee on World Health Day (2010), acted as the secretary of the Agric Land Holdings Authority during the process of acquiring agricultural lands for the State Government in Lagos, Oyo, Ogun and Abuja, participated as the secretariat of the monthly Erekorodo stakeholders meeting, participated actively in the establishment of agricultural zonal Offices in 4 Zonal areas of the State.
She pioneered the establishment of Investment Champions in all MDAs for the Office of Overseas Affairs and Investment. Oladunni Akinfala has also attended the following Local and International trainings/workshops/conferences; Train—the—trainer, Customer relations service workshop, Human Resources Management workshop and HR summit. Oladunni Akinfala was born into the Macaulay family of Lagos Island. She is married and blessed with children. Her hobbies are cooking, travelling and meeting people. She holds a B.A in English, from the Lagos State University. She has almost completed her certification as a Chartered Institute of Personnel Manager (CIPM).
SEYE ASHIRU Acting Head, Investment and Strategy.
SEYE ASHIRU is an astute professional with 16 years’ experience in the FMCG, banking and public sectors of the Nigerian economy. He holds a B.Sc. degree in Economics from Babcock University and is currently pursuing a Master’s degree in Public Administration at the University of Lagos. He is an aspiring member of the Chartered Institute of Personnel Managers (CIPM). Seye’s comprehensive experience across different roles offers him an in-depth knowledge of the workings within different sub-sectors of the financial management and public sector landscape, with emphasis on client management.
He currently acts as Head of the Investment and Strategy Unit in the Office Public Private Partnerships, Lagos State Government (LASG) where he oversees the seamless interaction of social infrastructural projects with requisite financial components. He also leads the evaluation of financial and technical imperatives for the government while managing liaison duties with internal, external and governmental stakeholders, streamlining investment opportunities along the administration’s agenda and Global Sustainable Development Goals (SDGs).
ARINOLA OSHO Investment and Strategy
ARINOLA OSHO is a Human Resource Professional who currently doubles as a Project Manager within the Lagos State Office of Public Private Partnerships, Governor’s Office. She worked with First City Monument Bank and Globacom Nigeria Limited for almost a decade as a team lead on several innovations and communication plans where she provided retention strategies to all customers. Arinola continued her career by joining the Lagos State Government Public Service starting up with the Health Service Commission as a Human Resource Officer handling recruitment, career development and promotion related matters. She later moved on to the Civil Service joining the Office of Overseas Affairs and Investment and currently in the Office of Public Private Partnerships.
She’s a team player who has developed the analytical and creative mindset essential to driving business goals. An energetic worker who is able to communicate effectively and think out of the box with the ability to prioritize tasks while working in a fast paced environment with the end goal of improving efficiencies. Mrs. Osho badged her MSc and BSc Industrial Relations and Personnel Management degrees from the prestigious University of Lagos.
